Basic methods would be completing a task board assignment, reaching out to your Dorm Head, completing your extra credit assignment, and participating in extracurriculars that might come up during the week. There are hidden means of getting vouchers as well, but you're expected to figure them out for yourself. We can't tell you.

Formally, not that I know of. I can't guarantee that means you can do anything else you want and the school will turn a blind eye, since they might have assumed some things to be common sense.
