It won't completely heal really major stuff, but it'll heal it enough that you won't like...

But yeah. Upgrading just makes it more powerful, or you lessen the cool down time-- it also depends on what exactly you're upgrading, too.

What is the cooldown time for it?

For healing, it always starts at once a week. And then you can move it to twice if you upgrade, but it might be best to just get it normally at first and then decide whether or not you want to upgrade afterwards.

Otome received a cast list which I’m assuming is information about this place. Is that the only piece of information available for purchase this week?

Oh... I still have what was available the week before that one, since no one bought it.
