I can provide the measuring tape, magnifying glass, abacus, and additional notebooks. Adhesive too if you're fine with school glue; something stronger will cost vouchers.

For the rest, normal voucher prices would be:

Chemistry set + thermometer = 5 vouchers
Scissors = 5 vouchers
String or twine = 2 vouchers

Each Dorm Head can decrease the cost of each item by 1-2 vouchers, so I could give those to you for 3 / 3 / 1 vouchers, respectively. If you participate with the task board and do your extra credit assignment, you should be able to obtain a few more vouchers by the end of the week.

I heard that vouchers can be used to get items from home too, but would those be more expensive? Any limits on what we can and can't ask for?

You can't exchange vouchers to drop out of school or anything like that, but other than that, it'd be easier to judge it on a case-by-case basis than to ban a blanket category of requests.

What about magic items, then? My magic isn't working worth a damn and it's the same for all the other mages here. If I tried to bring something with magic qualities over, would it be similarly useless?

Exchange enough vouchers and you should be able to get an item with most or all of its properties functioning properly.

It might be watered down if it's something dangerous, but otherwise, it should be doable.
