Yes. It's more common in some countries than others, but it's not a rarity at all. There's actually a dish from the Kumamoto prefecture called basashi made from thinly sliced horse meat. It's even supposedly better for your health than more conventional red meats, like beef. But judging from your reaction I guess eating them is practically unheard of here.
