On Monday at 8PM, Claude receives an encrypted e-mail.

No one is in the halls as Claude creeps to the Library. As there were no further directions, they will have to walk around in confusion for a while before they find Sally in a secluded corner near the back. In front of her are two teas, and she'll push one towards you when she spots you.
On the table next to the cups, there are a few sheets of paper. On the top one, in purple gel pen ink, there seems to be something written.

» You will have special power over the rest of the student body. This will allow you to create rules and obligations that the others will have to follow or face consequences.
» You may choose a rule or obligation that all of the student body will be subject to. A rule will be added to the student handbook, and if broken, the student will be given a punishment. An obligation is an effect that the students will be compelled to do. You can only choose one of the options each week.
» You may choose what day these things are applied. However, for rules, it cannot be added any later than Wednesday, or else it will roll over to the following week.
» You may also choose to give two students their own specific rule or obligation. You can give them either the same one or different ones, but you must choose between the two types.
