I don't know what a Message spell is, but I can guess. It works more like that, though as I haven't used it, I can't actually confirm. Viola would probably know more.

Six vouchers is the lowest I can go for Mollymauk's ability to turn blood into ice, if that's the ability you mean. He's discussed it with me. Polymorph would likely be the same. That's for one use every twenty-four hours.
